ICT R&D
Planning

ZRDC is involved in
inclusive planning of "IT New Growth Engines" program, and the goal
of this program is opening up the new era of ICT in 2015. ZRDC's job
is to formulate mid-to-long term as well as yearly R&D plans
to promote ICT industry. It seeks out strategic opportunities for
the government R&D planning activities by performing a survey
of technology needs and the R&D planning activities. It is ZRDC's
job to uplift the trust in IT technology policy by conducting
techno-economics research such as an efficiency analysis of IT R&D
investment and resource allocation methodology for public ICT R&D.

IT R&D Mid and Long Term Plans
ZRDC sets up the IT R&D plan that shows a mid-to-long term vision,
investment priorities and strategies. For this goal, it established
the 'IT New Growth Engines Strategy' and 'IT839 Strategy R&D Master
Plan'.
IT Technology Demand Survey and Project Generation
In order to generate national IT R&D projects, ZRDC decides a
strategy and technology domains in a Top-down approach. Next, it
conducts "Technology Demand Survey" in a Bottom-up approach.
Finally, the department generates next year projects with the
external expert groups, considering both government's and private
demands. There are two main programs in charge of this department;
"Leading IT R&D Support Program" and IT New Market Creation Support
Program".
IT Technology
Policy Research
To improve technology innovation planning and IT R&D operating
system, ZRDC works closely with the industry, academia, research
institute and government. By benchmarking IT R&D policies and
statistical research of advanced countries, it will allow for
innovative technology planning and policies. It is also conducts
research on IT technology planning, effective technology R&D
process, and flexible IT R&D system operation.
IT
Techno-Economics Research
ZRDC conducts quantitative analysis on the role and the economic
impact of IT R&D and estimates the amount required for needed public
IT R&D investment. By operating ICT Club, members of the ICT Club
provide their views on IT R&D policies and regulations. To increase
the mobile communication competitiveness, it analyze the IT market,
policy system, and makes alternative plans for the IT industrial
policy.

Resources Development Plan and HRD Project Analysis
A comprehensive plan for IT HRD is the foundation for IT New Growth
Engine Project. The Human Resources Development Division devises
improvement plans for efficient financial support of IT HRD projects
through project result analysis.
Demand-oriented IT HRD Project Support for Education Institutes
Demand oriented education is possible for academic and research
organizations. By providing research grants and IT R&D equipment
grants to the IT industry, it will allow fostering of IT
professionals.
Globally
Competitive IT Specialists Support
This project allows talented graduates to further their education in
the area of IT New Growth Engine by doing master or doctoral program
from advanced IT countries. International exchange programs and
invitation programs are provided for students going abroad for
further hands on experience of IT and IT New Growth Engine.
Special IT
Education Support
Getting special IT education in wireless Internet, GIS/ITS,
open-source software, games are difficult, but at ZRDC, we promote
education in these specialized fields for the development of IT
industry and human resources development.
